The Following Glowing Lights
The creation of the other two glowing lights follows along the same lines:
- Create a Yellow layer based on the White layer, then place it below the White layer and select all its pixels.

- Choose Select > Modify > Expand and apply a value of 3 pixels, then Select > Feather and apply a value of 3 pixels.

- Choose a yellowish colour for the foreground (RGB values: 200, 255, 0).

- Fill the selection with this colour and deselect.

As far as the last glowing light is concerned:
- Create a Green layer based on the Yellow layer, then place it below the Yellow layer and select all its pixels.

- Choose Select > Modify > Expand and apply a value of 6 pixels, then Select > Feather and apply a value of 10 pixels.

- Choose green for the foreground colour (RGB values: 0, 255, 0).

- Fill the selection with this colour and deselect.

We have finished our glowing lights, but we just have one last modification to make to the
Text layer.
- Check the Preserve Transparency box in the Layers palette.

- Fill the Text layer with black.

You can stop there if you are happy with the result. Otherwise we can make a few more improvements to our title.
